2011, Does every one now agree that Bearsins cant reach 2fps attacks?

Just wondering what the break points really are. Can you actually reach 2fpa?|||Unless 1.13 changed something, I think it's still 3 FPA.|||Code:

Jewelers runics of quickness = (40+20+20+20)-(-30) = 130 = 3FPA|||Im not good with calculate attack speed break points but if you can reach 130 = 3fpa.

As I can notice wolf cant take advantage from no other part then the weapon for it oias, but I am almost sure that bears can cause I notice it was attacking faster by using Treachery .. so Treachery 45ias , Mavs Diadem 30ias , The Cats Eye 20ias and maybe BoS you can still reach that 2fpa bp?|||Nope. You can sometimes go a frame or two faster with off-weapon or skill ias, especially if the weapon is slowish to start with, but not with a 3/4/5 frame attack.|||Hmm I see actualy this is 3FPA?

I got that idea from watching this video : http://www.youtube.com/watch?v=tSQc9LHSXp8 cause he got 3FPS to 2FPA strafe changing gear with oias|||there is nothing to agree or not to agree, fact is 3 fpa is maximum with 100 ias gt/runic.
