Voice of Reason instead of Rift for Kicker?

[:1]There is a really neat build involving a kick assasin using rift to cause the constant casting effect of the rift runeword frozen orbs and twisters. Has anyone thought of switching the Rift runeword for a Voice of Reason Runeword? I understand that the frozen orb level is much lower in comparison but it has about the same chance to cast as well as a chance to cast level 20 ice blast pretty much immobilizing all enemies (other than cannot be frozen ones of course). Besides that it has negative cold resists and large percentage damages to undead and demons so it would impove kick damage as well. Would this not be as effective as Rift if not more so?|||It's less effective, but cheaper to obtain. Voice of Reason is less effective because if you encounter cold immune or high resistant monsters (quite common in Hell) you will deal less damage than Rift.
